Joshua J. Cooper, Vice President of Government Affairs is a seasoned professional with over three decades of experience in government relations and health policy. As Vice President of Government Relations and Economic Policy at the American College of Radiology, he has spearheaded legislative initiatives nd made significant contribtions to the field. His expertise encompasses advocacy, strategic communications, and coalition building.

Senator Cathleen Galgiani served in the California State Assembly and Senate from 2006 to 2020, repsenting the Central Valley. In 2021, she was appointed by Governor Gavin Newsom s a Commissioner on the statewide Gambling Control Commission. Prior to serving in the Legislature, Galgian worked for Governor Gray Davis, Insurance Commissioner John Garamendi, Senator Patrickc Johnston and Assembly member Barbara Matthews. Galgiani has been representing CRS since 2024.

Ryan Spencer, Principal for RGS Consulting and Advocacy. Mr. Spencer has 28 years of legislative and political experience, much of it rooted in the California State Capitol. He served in the State Assembly under three Speakers, gainng deep epertise in legislative procedure and cultivating strong relationships with key Senate and Assembly staff. Since 2017, Ryan has been a dedicted advocate for the house of medicine and medical specialties and has represented CRS since 2024.

Ashley Walton, Government Affairs Director, has spent her career in advocacy, focusing on health policy. With over a decade of experience, she is committed to ensuring physician interests are represented in policymaking and advancing legislation that strengthens patient care.

Steven Wang, MD, MBA, is a radiologist with Southern California Permanente Medical Group in Bakersfield. He is an alternate delegate for the AMA’s IPPS section and secretary of the California Radiological Society. He is the founder and chair of CRS’s government affairs committee.

Educational/Learning Objectives (verbatim from Activity Planning Form)
a. After completing this activity, the participant should be better able to:
i. Define why advocacy is crucial for patient care and access.
ii. Identify what resources are available to radiologists when carrying out advocacy endeavors.
iii. Describe how radiologists of all career levels can get involved at the state and national level.
iv. Analyze the potential impact of current and proposed legislation on radiology and radiation oncology.
v. Identify key legislative issues affecting patient access to care and physician reimbursement.
